A Meeting on the Work of the Ministry of Finance of the Republic of Artsakh in 2018
On February 5, 2019, the Minister of Finance of the Artsakh Republic Arthur Harutyunyan held a meeting on summarizing the work of the ministry in 2018. Before proceeding to the agenda issues, the Minister touched upon the work done by the ministry in 2018. "In general, the Ministry of Finance has fulfilled its tasks in revenue collection and fulfillment of expenditure commitments. During the execution of the state budget, we were able to achieve and exceed the planned indices for tax revenues and state dues, as well as to fund all wages, pensions, benefits and other social expenses, education, culture, health care and al the economic programs. In parallel, we also carried out works to improve the efficiency and transparency of the system and to create an atmosphere of mutual trust in society, ”said Arthur Harutyunyan. Then the Deputy Finance Ministers Arayik Dolukhanyan and Norayr Avanesyan made reports. Arayik Dolukhanyan presented tax revenues and state duties of the 2018 budget, works done on improvement of control processes, legislative provisions, expansion of public awareness and modernization of the system. Norayr Avanesyan presented the 2018 budget execution, macroeconomic indices, works carried out in organization of the procurement process and public sector accounting. The heads of structural subdivisions of the Ministry of Finance also made reports on the collection of tax revenues and accounting for imported and exported goods in the reporting year, on operational measures taken in accordance with <> against shady circulation, on financial control over public sector organizations and so on. Summing up the work done by the system in 2018, the Minister touched upon the upcoming programs, highlighting several important directions. " Among tasks planned for the nearest future, I would like to highlight the introduction of appropriate mechanisms for increasing the transparency of the public procurement process, the implementation of the accumulation pension system, the drafting of the Tax Code, as well as the increase of efficiency of the treasury system functioning. In 2019, our priorities will also be works in revelation of the shadow economy. In this regard, we have an approved plan of activities that needs to be fully implemented,” the minister emphasized in his speech. To coordinate the work, Arthur Harutyunyan gave relevant instructions to the responsible persons, urging them to continue their work with the same enthusiasm and responsibility, guided by the principle of accomplishing and achieving a common goal.
