At the regular session of the Government of the Republic of Artsakh, convened on September 18, the Minister of Finance presented the State Medium Term Expenditure Framework of the Artsakh Republic 2020-2022.
Before presenting the revenues and expenditures envisaged by the state mid-term expenditure program for 2020-2022, the Minister referred to the current economic environment and a number of macroeconomic indicators formed this year. Particularly, according to the results of the first half of the current year, the gross domestic product has increased by 9.6% compared to the same period of the previous year. "According to forecasts, the gross domestic product of 2019 will make 338.8 mlrd drams, which will result in 8.1% economic growth under the conditions of 1% deflator," Arthur Harutyunyan stressed in his speech.
For the medium-term period, real GDP growth is projected at 8% per annum. As a result, the forecast GDP will make up 373.2 mlrd in 2020, 411.1 mlrd in 2021 and 454.9 mlrd in 2022.
Presenting the state medium-term expenditure framework of the Republic of Artsakh for 2020–2022, the minister noted that its adoption will create the possibility of managing the financial resources of the public sector in the medium term in accordance with the priorities of the fiscal and social-economic policy of the government.
Own incomes of the state budgets of 2020-2022 are forecasted as follows: 52 billion 680 million for 2020, 58 billion 700 million for 2021 and 65 billion 700 million for 2022.
According to the Medium Term Expenditure Framework, tax revenues and government duties are planned 52 billion 180 million in 2020, 58 billion 200 million in 2021 and 65 billion 200 million in 2022, as a result of the planned Taxes / GDP ratio will be 14.0, 14.2 and 14.4 percent respectively. Other revenues are projected at AMD 500.0 million per year for 2020-2022.
According to the Medium Term Expenditure Framework total expenditures of state budgets are planned at 118,015.4 mln dram for 2020. 2019 By AMD 20,410.5 million, or by AMD 3,604.9 million more, by 2021 124,194.5 million AMD is planned for this year and 2022 AMD 130,164.0 million.
Expenditures in GDP will make up 31.6%, 30.2% and 28.7%, respectively, against 33.8% this year.
"State budget formation in the mid-term will exceed the budget expenditure revenues, as a result of which the proficit in 2020 will make 238.9 million drams, in 2021 5.7 mlrd drams and in 2022 14.0 mlrd drams”, said the minister.
